چکیده

هدف: پژوهش حاضر با هدف طراحی مدل و نقشه راه و نگاشت-نهاد آموزش عالی با رویکرد بین‌المللی شدن در نظام علم و فناوری ایران در وضعیت موجود انجام شده است.
روش‌شناسی: پژوهش از نظر هدف کاربردی و از نظر چگونگی به دست‌آوری اطلاعات از نوع مطالعه موردی است. مشارکت‌کنندگان شامل 15 نفر از صاحب‌نظران و استادان و پژوهشگران حوزه آموزش عالی می‌باشند که به روش هدفمند نمونه‌گیری و سپس به‌صورت نیمه ساختاریافته مصاحبه شده‌اند. داده‌ها به کمک نرم‌افزار MAXQDAv2020 کدگذاری شده است.
یافته‌ها: یافته‌ها نشان داد که مهم‌ترین نهادهای تأثیرگذار بر بین‌المللی‌سازی آموزش عالی 5 دسته یعنی نهادهای سیاست‌گذار کلان ، نهادهای واسطه پیاده‌سازی سیاست‌ها، نهادهای اجرایی ، نهادهای سیاست‌گذار اجرایی  و نهادهای سیاست‌گذار می‌باشند. همچنین مهم‌ترین کارکردهای این نهادها در جهت بین‌المللی‌سازی آموزش عالی شامل کارکردهای سیاست‌گذاری، تنظیم‌گری، تسهیل‌گری، ارائه‌دهنده خدمات می‌باشد.
نتیجه‌گیری و پیشنهادها:  پژوهش نشان داد که نظام آموزش عالی ایران دارای ظرفیت‌های بالقوه قابل توجهی برای بین‌المللی شدن است؛ اما این ظرفیت‌ها به دلیل پراکندگی وظایف، نبود هماهنگی نهادی، ضعف در تنظیم‌گری و کم‌توجهی به نقش کلیدی دانشگاه‌ها و ساختارهای علمی بین‌المللی به فعلیت نرسیده‌اند. همچنین مشخص شد که اقدامات صورت گرفته عمدتاً نمادین، محدود به امضای تفاهم‌نامه و برگزاری کنفرانس بوده و با الزامات یک دانشگاه بین‌المللی فاصله دارد. طراحی نگاشت نهادی می‌تواند به عنوان ابزاری استراتژیک برای شناخت بازیگران، تعیین نقش آن‌ها، رفع موازی‌کاری و ایجاد هماهنگی نهادی عمل کند و مسیر سیاست‌گذاری هدفمند و اثربخش را هموار سازد.
نوآوری و اصالت:  این مقاله با رویکردی نو تلاش دارد مهمترین نهادهای تاثیرگذار بر بین المللی سازی آموزش عالی  ایران در وضعیت موجود را شناسایی و آنها را دسته بندی نماید.

Aim: The present study was conducted with the aim of designing a model, roadmap, and institutional mapping of higher education with an approach toward internationalization and validating it
Methodology: This research is applied in terms of purpose and a case study in terms of data collection. The participants included 15 experts, professors, and researchers in the field of higher education who were selected through purposive sampling and then interviewed using a semi-structured format. The data were coded using MAXQDAv2020 software.
Results: The findings indicated that the most influential institutions in the internationalization of higher education fall into five categories:
Macro-level policymaking institutions
Policy implementation intermediary institutions
Executive institutions Executive policymaking institutions Program-level policymaking institutions Moreover, the key functions of these institutions in support of higher education internationalization include policymaking, regulation, facilitation, and service provision.
Conclusions and suggestions: The study concludes that while Iran’s higher education system holds significant potential for internationalization, this potential remains largely unrealized due to fragmented responsibilities, lack of coordination, weak regulation, and insufficient institutional engagement. It was also revealed that the measures taken were largely symbolic, limited to signing memorandums of understanding and holding conferences, and fell far short of the requirements of an international university.
Innovation and originality: The innovation of the present research is to identify the institutions and their key functions affecting the internationalization of higher education and to design an institutional mapping of this process in the Iranian higher education system.
