شناسایی موانع عدم تحقق برنامه‌ راهبردی دانشگاه و ارائه راهکارهای مناسب (مطالعه موردی دانشگاه تربیت مدرس)

چکیده

هدف: برنامه‌ریزی راهبردی به‌عنوان یکی از مهم‌ترین نقش‌های مدیریتی، اهمیت روزافزونی را در سیستم‌های آموزشی به خود اختصاص داده است. به‌طوری‌که یکی از ابزارهای اصلی و عمدۀ در اختیار مدیران برای راهبری سازمان، برنامۀ راهبردی محسوب می‌شود. هدف پژوهش حاضر، شناسایی موانع عدم تحقق برنامۀ راهبردی دانشگاه و ارائۀ راهکارهای مناسب می‌باشد.
روششناسی: این پژوهش از لحاظ هدف، کاربردی و از لحاظ رویکرد به صورت کیفی می‌باشد. مشارکت‌کنندگان پژوهش حاضر کارکنان و مدیران بخش برنامه‌ریزی راهبردی دانشگاه تربیت مدرس بودند که نمونۀ پژوهش به صورت هدفمند و با استفاده از سطح اشباع نظری تعداد 10 نفر انتخاب شدند. ابزار گردآوری داده‌ها در این پژوهش مصاحبۀ نیمه ساختاریافته بود. سؤالات این مصاحبه بر اساس مرور ادبیات تحقیق تهیه شد و به‌منظور مناسب‌بودن و کفایت توسط چند نفر از استادان و صاحب‌نظران مورد بررسی قرار گرفت. جهت اعتباریابی نتایج، از دلفی فازی بهره گرفته شد. به منظور تجزیه‌و‌تحلیل داده‌ها از روش کدگذاری دومرحله‌ای استفاده شد.
یافته‌ها: نتایج تجزیه‌و‌تحلیل یافته‌ها نشان داد که مقوله‌های» شرایط مالی نامساعد»، «ضعف منابع انسانی»، «ضعف فناوری و اطلاعات» و «ضعف مدیریتی» به‌عنوان موانعی که تحقق برنامۀ ‌راهبردی دانشگاه تربیت مدرس را با مشکل مواجه کرده‌اند شناسایی شدند و مقوله‌های «یادگیری سازمانی»، «مدیریت مالی توانمند»، «مدیریت فرآیندها»، «عملگرایی برنامه» و «توسعۀ فرهنگ سازمانی» به‌منزلۀ راهکارها شناسایی شدند.
نتیجهگیری و پیشنهادات: با توجه به اهمیت برنامه‌ریزی راهبردی در حوزۀ آموزش عالی، مسؤولین دانشگاه تربیت مدرس برای روبه‌رو شدن و مواجهه با چالش‌ها و موانع پیش رو، لازم است در ساختار و محتوای برنامۀ راهبردی خود تفکر مجدد کنند و پیچیدگی آن را دریابند. همچنین با توجه به موانع و راهکارهای حاصل شده از نتایج این تحقیق، این دانشگاه نیازمند بازتعریف و سازمان‌دهی جدیدی در نقش و مأموریت‌های خود در حوزۀ برنامه‌ریزی راهبردی می‌باشد.
نوآوری و اصالت: شناسایی موانع بازدارنده که منجر به عدم تحقق برنامۀ راهبردی دانشگاه می‌شوند و ارائۀ راهکارهای اثربخش و عوامل تسهیل‌کننده برای تحقق برنامۀ راهبردی مطلوب‌تر برای اولین بار در دانشگاه.

چکیده [English]

Aim: The current research aims to identify the obstacles to the university's strategic plan and provide appropriate solutions.
Methodology: This study is practical in terms of purpose and qualitative in terms of approach. The participants were the employees and managers of the strategic planning department of Tarbiat Modares University, from whom 10 people were selected in a targeted manner and using the theoretical saturation level. The data collection tool in this research was a semi-structured interview. The questions for this interview, which were prepared based on a review of the research literature, were reviewed by several professors and experts to confirm their validity and reliability. Fuzzy Delphi was used to validate the results, and a two-step coding method was used to analyze the data.
Results: The results of the analysis of the findings showed that the categories of "unfavorable financial conditions", "weakness of human resources", "weakness of technology and information", and "weakness of management" were identified as obstacles that hinder the realization of the strategic plan of Tarbiat Modares University The categories of "organizational learning", "capable financial management", "process management", "program pragmatism", and "development of organizational culture" were also identified as solutions.
Conclusions and Suggestions: Considering the importance of strategic planning in higher education, the officials of Tarbiat Modares University need to rethink the structure and content of their strategic plan and understand its complexity to face the upcoming challenges and obstacles. Also, based on the obstacles and solutions obtained from the present research, this university needs a new definition and organization in its role and missions in the field of strategic planning.
Innovation and Originality: Identifying the obstacles that lead to the non-fulfillment of the university’s strategic plan and providing effective solutions and facilitating factors for the realization of better strategic planning for the first time are among the innovations of the present study.
