.The aim of this study was to analyze the emerging challenges of higher education and the activism of faculty members in educational planning and to present a conceptual model based on the understanding, interpretation and meaning of faculty members for the development of higher education in the country. To achieve this goal, the data theory theory method has been used. Information was collected from faculty members of the University of Tehran and Khuzestan. A total of 23 people were interviewed by purposive sampling method in terms of saturation rule and maximum selection variety. Data analysis was performed using the systematic procedures of Corbin and Strauss, which include coding concepts and shaping theory. In the open coding phase, 315 concepts were obtained, which in the form of 16 main categories, formed around a core category called (Challenges to the advancement of academic planning and perceived quality). According to the leveling of antecedents (development of quality culture), processes (enablers) and outcomes (quality improvement issue), the final model of quality evaluation of academic planning was designed. According to this model, redefining the position of students and professors in the higher education discourse is the most basic element in implementing the quality of university planning. This index affects the self-efficacy and causal thinking of academic actors. Finally, it provides academic sociability, knowledge sharing, and the need for need-based curriculum. In order to make this work, it is necessary to review the executive laws and pay attention to the rationality and dialogue of the stakeholders
