ارائه الگوی بین المللی سازی دانشگاهها و مؤسسات آموزش عالی مستقر در مناطق آزاد کشور براساس رویکرد داده بنیاد

چکیده

یکی از مهمترین چالشهای آموزش عالی در کشورهای در حال توسعه، بین المللی سازی دانشگاهها است بنابراین آنچه که مسأله اصلی پژوهش حاضر را تشکیل می دهد، ارائه الگوی بین المللی سازی دانشگاه و موسسات آموزش عالی مستقر در 7 منطقه آزاد کشور (کیش، قشم، انزلی، ارس، ماکو، اروند، چابهار) می باشد.پژوهش از لحاظ هدف کاربردی و از نظر روش کیفی و با استفاده از رویکرد مبتنی بر نظریه داده بنیاد انجام شد. مشارکت کنندگان بالقوه شامل اعضای هیأت علمی دارای آثار نوشتاری مرتبط با بین المللی سازی، مدیران دفاتر همکاری های علمی بین المللی، روسای دانشگاه های معتبر ایران و دانشگاه های مستقر در مناطق آزاد کشور بودند که در مجموع 27 نفر به روش هدفمند و براساس اصل اشباع نظری به عنوان مشارکت کنندگان انتخاب شدند، برای گردآوری داده ها از مصاحبه نیمه ساختاریافته بهره برده شد. جهت تعیین روایی از معیار لینکلن و گوبا و جهت تعیین پایایی از روش حسابرسی فرایند و توافق درون موضوعی استفاده شد. پس از انجام مصاحبه ها و جمع آوری اطلاعات، کدهای به دست آمده در بخشهای مختلف، با استفاده از رهیافت نظام مند استراوس و کوربین و مدل پارادایمی (کدگذاری باز، محوری و انتخابی) مورد تجزیه و تحلیل قرار گرفت.حاصل تجزیه و تحلیل داده ها پس از انجام مراحل سه گانه کدگذاری شامل 328 کد باز در قالب 106 کد محوری و 39 کد انتخابی است. مدل نهایی از مجموع  8 بعد به عنوان مقوله محوری، 8 عامل به عنوان شرایط علّی و زمینه ای تأثیرگذار بر بین المللی سازی، 8 مانع ایجاد دانشگاه بین المللی به عنوان شرایط مداخله گر، ۵ راهبرد بین المللی سازی و 10 پیامد حاصل از بین المللی سازی آموزش عالی در مناطق آزاد کشور تشکیل شده است. استراتژی بین المللی سازی دانشگاه های مناطق آزاد نیاز به بازبینی مجدد دارند و توسعه آموزش عالی بین المللی در این مناطق نیازمند عزم جدی و اجرای الگوی بین المللی سازی است. اجرای الگوی پیشنهادی، بر اساس تأثیر مجموعه ای از عوامل بیرونی و درونی و در کنار تلاش همه کنشگران و ذینفعان اصلی، می تواند به یکی از مهمترین کاتالیزورهای توسعه سیستم آموزش عالی
بین المللی تبدیل شده و رقابت پذیری آن را در بازار جهانی خدمات آموزشی افزایش دهد

چکیده [English]

Internationalization of universities is one of the most important challenges in higher education in the world, so the main issue of the present study is providing a model Internationalization in Universities and Higher Education institutions located in 7 active free zones in Iran including Kish, Qeshm,  Anzali, Aras, Mako Arvand and Chabahar.This research is an applied and a Qualitative method in terms of purpose and used a grounded theory approach. potential participants include faculty members have written works related to internationalization, directors of the offices of international scientific cooperation, heads of prestigious Iranian universities and universities located in the free zones of the country, a total of 27 people were selected as participants based on the theoretical saturation sampling. Also, semi-structured interviews were used to collect data. After accomplishing the interviews and collection of the data, the obtained were analyzed using the systematic approach of Strauss and Corbin and the paradigm model. the results of the analysis of the findings after performing the three steps of coding include 328 open codes, 106 axial codes and 39 selective codes. The final model consists of a total of 8 dimensions as axial categories, 8 factors as causal and contextual conditions affecting internationalization, 8 obstacles to the establishment of an international university as intervening conditions, 5 internationalization strategies and 10 consequences from the internationalization of higher education in the free zones of the country. The internationalization strategy of free zones' universities needs to be revised and the international higher education development in these zones requires serious decisions and the implementation of the proposed model for internationalization.  The implementation of this model with respect to the influence of all external and internal factors and along with the efforts of all key actors and stakeholders, can become one of the most important agents for the development of the international higher education system and promote the higher education section competitiveness in the global market
