Study of Educational Inequalities: Examining the Status of Educational Indicators in Khorasan Razavi Province During the Sixth Development Plan (2017-2021)

Abstract

Abstract
Aim: This study aims to identify the strengths and weaknesses of the Sixth Development Plan in reducing educational inequalities by examining the educational indicators of Khorasan Razavi Province during 2017-2021.
Methodology: Employing a quantitative approach and descriptive method, this research uses data from the Statistical Center of Iran and Ministry of Education yearbooks, focusing on indicators of access, inputs, and outputs of education.
Results: The results reveal that during the Sixth Plan, Khorasan Razavi experienced a decline in academic coverage and an increase in dropout rates in access indicators, particularly in rural areas and among girls. In input indicators, the student-to-teacher ratio increased and educational space in deprived areas decreased, though teachers’ education levels improved. In output indicators, dropout and promotion rates in the first secondary level rose, while grade repetition and failure rates in primary education fell. Compared to the national average, the province outperformed in registration, promotion, and reduced failure rates but showed weaknesses in educational space and out-of-school rates.
Conclusions and suggestions: This study emphasizes the need to address regional and gender disparities and suggests that policymakers design programs to improve education in deprived areas and for vulnerable groups.
Innovation and originality: Providing the first comprehensive, data-driven analysis of the Sixth Plan’s impact on Khorasan Razavi’s educational indicators, this study offers a novel approach to examining educational inequalities, focusing on gender and regional differences, and integrates up-to-date statistical data with national comparative analysis to propose targeted solutions for deprived regions.
