Development of a conceptual model for improving the reliability of human resources in the health system with an emphasis on training and empowerment strategies

Abstract

Aim: This research aims to propose a model for improving human reliability in the healthcare-sector, focusing on performance evaluation indicators, particularly training, empowerment, and educational planning.
Methodology: This research is applied and employs a descriptive-analytical approach. The statistical population includes all hospitals in the country. Data from 318 error and incident reports in 54 sample hospitals from October 2022 to October 2023 were collected and analyzed. First, the performance-shaping factors for staff were identified and classified. Then, the Chi-square goodness-of-fit test and Pareto charts were used for analysis. The new classification of factors was validated and tested through the Fuzzy Analytic Network Process(FANP) and Success Likelihood Index Method(SLIM) in 15 emergency hospital departments.
Results: The findings indicated that training, empowerment, improving performance evaluation processes, and strengthening internal communications are key factors in increasing human reliability. The proposed model emphasizes the role of these factors in improving efficiency and reducing human errors, with a focus on educational planning. Educational planning is effective in identifying needs, designing courses, and assessing their effectiveness in reducing errors and enhancing reliability.
Conclusions and suggestions: The developed model helps healthcare managers optimize evaluation and training processes by focusing on identified strengths and weaknesses. It is recommended that educational planning and evaluation be implemented comprehensively and continuously.
nnovation and originality: This research presents an innovative model by combining two advanced analytical methods, FANP and SLIM, and adapting them to the specific needs of the healthcare sector. The model focuses on key factors to continuously improve employee performance and reduce human errors.
