The study area was Rudbar city in the south of Kerman province. Research findings showed that in interviews with educational assistants and experts. The main components in the orientation for location are Radius of access, use of compatibility with neighboring user, separation of the first period from the second elementary school, growth of student population in the second secondary school, increase of the population required for education in the first and second secondary school and increase of technical and vocational students compared to the theoretical period.
